MWA Delegation Meets Chief Secretary KP on Medical & Dental Quota Seats
Peshawar | August 13, 2026
A high-level delegation of the Mehsud Welfare Association (MWA), led by Chairman Dr. Noor Zaman, met with Chief Secretary Khyber Pakhtunkhwa Mr. Shahab Ali Shah in Peshawar to discuss concerns regarding the allocation of reserved medical and dental college seats for students of Upper South Waziristan.
The delegation included MWA Patron and former Additional Inspector General Rahmat Khan Mehsud, Finance Secretary Raza Ullah Jan, and MWA founding member and volunteer Roshan Khan Mehsud, former Director General Housing.
During the meeting, the delegation highlighted concerns among students and residents of Upper South Waziristan regarding the future of reserved seats in medical colleges and universities. MWA requested that any decision take into account the region’s historical circumstances, tribal demographics, displacement patterns, ground realities, and students’ educational rights.
The delegation stated that MWA has no objection to establishing separate MBBS/BDS quotas for Upper and Lower South Waziristan if considered necessary. However, it opposed dividing the existing 42 medical and dental seats allocated to the former South Waziristan district solely on the basis of population.
MWA proposed that, if a separate quota is created for Lower South Waziristan, the government could allocate additional seats. Alternatively, the existing 333 medical and dental seats allocated to former FATA could be reconsidered on the basis of the current nine administrative districts rather than the previous eight.
The delegation also raised the impact of displacement during Operation Rah-e-Nijat, particularly from Ladha and Sararogha, which are now part of Upper South Waziristan. It noted that population figures may not fully reflect the area’s demographic realities because many displaced families continue to reside in Tank, Dera Ismail Khan, Islamabad, Karachi, and other parts of the country, while maintaining their connection to their ancestral district for educational purposes.
MWA urged the Government of Khyber Pakhtunkhwa to adopt a fair, balanced, and consultative mechanism before making any final decision on the allocation of medical and dental seats.
The delegation expressed hope that the Chief Secretary and the provincial government would consider the concerns raised and work toward protecting the legitimate educational interests of students while ensuring equitable opportunities for all concerned.
